In the spring of 1968, a Soviet ballistic missile submarine slipped beneath the surface of the North Pacific and never came back up. The Soviet Navy searched. It found nothing. The United States Navy, listening through a network of underwater hydrophone arrays, had a better idea of where the vessel went down—and almost immediately, someone inside the American intelligence establishment began asking a different kind of question. Not where did it sink, but what could be retrieved?
The answer, eventually, was a ship the size of a stadium, a claw the size of a building and one of the most elaborate commercial cover stories the Cold War ever produced. What followed was real. Authentic declassified CIA histories confirm that Project Azorian existed, that the agency built a purpose-built deep-ocean recovery vessel under the cover identity of a private deep-sea mining venture, and that a recovery attempt was made in 1974. The mining story was fiction. The engineering was not.
What remains genuinely uncertain is what the operation brought back. Accounts of exactly what intelligence was recovered remain limited, disputed or still classified. This is where the confirmed history ends and where the later mythology begins.
What the Documents Say

The Soviet submarine K-129 was a Golf II-class ballistic missile submarine carrying three nuclear-armed missiles. It was lost sometime around March 8, 1968, in the North Pacific Ocean, at a location roughly 1,500 miles northwest of Hawaii. The Soviet government publicly acknowledged the loss only after years had passed. The cause of sinking has never been officially established by either government.
The United States Navy, using its Sound Surveillance System—a Cold War-era network of hydrophones placed on the ocean floor—detected an acoustic event consistent with a catastrophic implosion or explosion in that region. By correlating the data, American analysts were able to estimate a location. A covert underwater survey by the USS Halibut, a specially modified submarine equipped with cameras and sonar, located the wreck in approximately 16,500 feet of water. Photographs were taken. The site was documented.
What the photographs showed was significant enough that the case moved upward through the CIA. According to the agency’s own partially declassified internal history—prepared by the CIA’s History Staff and released in redacted form—Director of Central Intelligence Richard Helms brought the concept of a recovery operation to senior officials. The question put to engineers and planners was straightforward: could you physically lift a submarine from nearly three miles of water?
The engineering answer, after considerable study, was a qualified yes—if an entirely new kind of ship was built. The CIA contracted with Global Marine Development Inc. and, through an elaborate arrangement, drew Howard Hughes into the cover story. Hughes’s known eccentricity and genuine interest in unconventional ventures made his involvement plausible. The ship that emerged was christened the Hughes Glomar Explorer. Publicly, it was presented as a vessel designed to test deep-ocean manganese nodule mining. Who Approved, Reviewed and Eventually Investigated It
Project Azorian was approved at the highest levels of the United States government. According to the declassified CIA history, the operation proceeded with presidential authorization. The program ran under strict compartmentalization—only a small number of officials outside the CIA were briefed, and congressional oversight of the kind that exists today was not yet in place for covert programs of this type.
The operation’s secrecy was put under serious pressure in February 1975, when journalist Seymour Hersh published a story in The New York Times disclosing that the Glomar Explorer had been used in a secret CIA mission. The immediate trigger for Hersh’s story was an earlier leak connected to a burglary at a Hughes-related office in Los Angeles, during which documents referencing the project were reportedly taken. The Los Angeles Times and other outlets had been sitting on parts of the story at the government’s request. Once Hersh published, the dam broke.

What Was Actually Carried Out
The recovery attempt took place in the summer of 1974. The Hughes Glomar Explorer positioned itself over the K-129 site in the Pacific. The pipe string—assembled section by section from the ship’s deck—was lowered over a period of days until the Capture Vehicle reached the seafloor at approximately 16,500 feet. Operators aboard the ship used the system to position the claw around a section of the submarine’s hull.

The capture vehicle’s fate—what remained of Clementine after the structural failure—is not described in detail in the available declassified material. The claim that complete Soviet codebooks were retrieved and used to compromise Soviet communications for years afterward is similarly unverified by available sources. The cover story itself—deep-sea manganese nodule mining—was not, as sometimes presented, a transparent or obviously implausible fiction at the time. Deep-sea mining was a genuine area of commercial and scientific interest in the early 1970s. The cover held for several years, which is part of what made the program remarkable as a covert engineering achievement.
Why the Secret Became Larger Than the File
Project Azorian is an unusual kind of documented secret. The core facts—the program existed, the ship was built, the attempt was made, the partial recovery occurred—are confirmed. What remains unknown is precisely the part the story needs to be complete: what the recovered section actually contained, what intelligence was usable and what the operation ultimately cost in terms of strategic value relative to its extraordinary expense and the exposure risk it eventually incurred. What the file actually shows is a Cold War intelligence program that achieved something no one had done before—recovering material from the deep ocean floor under a commercial cover story that held for years—and then partially failed at the critical mechanical moment, losing most of its target back into the dark water below.
